Making homeownership more accessible for its citizens is a key priority for the government of Uzbekistan. To this end, updated presidential decrees have refined and expanded the program for providing state subsidies to homebuyers, particularly targeting low- and middle-income families, young professionals, and those in need of improved housing conditions.
These subsidies are not a full loan but rather targeted financial assistance to ease the initial burden of a mortgage. The program generally works in two ways: first, the state can provide a subsidy to cover a significant portion of the initial down payment required by the bank. Second, for a fixed period (e.g., the first five years) of the loan, the state can subsidize a portion of the interest payments, effectively lowering the monthly cost for the borrower.
To ensure transparency and fairness, the application process has been digitized. Citizens can apply for these subsidies through the Single Portal of Interactive Public Services (my.gov.uz). The system assesses eligibility based on defined criteria such as family income, current living conditions, and social status. This program is specifically tied to mortgages for apartments in newly constructed residential buildings, simultaneously stimulating the construction sector while providing direct support to families.
