📑 Close relatives of the vehicle owner (parents, spouse, children, sisters, brothers) can use and drive the transport vehicle. However, a driver's license is required to drive a vehicle. Since a 16-year-old person cannot have a driver's license, he cannot drive a car even with a power of attorney.
